		<description>&lt;p&gt;I find it rather disconcerning, that we have to resort to a limitation.  I myself doubt I alone could reach it, but as stated in the article - people who use things like Netflix or Blockbuster, or services that allow them to rent and download things straight on to there computer will be in a more pressured state.&lt;/p&gt;</description>

&lt;p&gt;The real issue is that ISPs are unwilling to invest in new infrastructure. America is slipping further and further behind the civilized world in both the availability and bandwidth of a broadband connection. ISPs are resorting to draconian caps, packet delaying and packet shaping just to squeeze a few years out of a network that looks increasingly pathetic.&lt;/p&gt;
